About the Syrian Hope Forum

The Syrian Hope Forum is an independent, non-profit, volunteer-led civic initiative. Characterized by a forward-looking vision that transcends traditional frameworks, the Forum works toward fostering a prosperous society that guarantees rights, dignity, and stability for all Syrians.

The Syrian Hope Forum does not represent a licensed bureaucratic institution or a traditional organization with closed doors; rather, it constitutes an independent digital civic advocacy and engagement platform. It merges modern digital tools with direct civic participation to translate the immediate needs and aspirations of Syrians into documented reports and demands, backed by evidence-based data ("the diplomacy of numbers") and public endorsement.

The Forum strives to serve as an inclusive space for civic participation and communication, bringing together Syrians from diverse social, cultural, and geographic backgrounds without discrimination or paternalism. Grounded in an approach that combines direct documentation with secure digital solutions, it highlights present realities and derives constructive recommendations that reflect the authentic aspirations of Syrians and address their genuine needs.

The Forum aims to bring an end to the era of speaking "about Syrians" without their free agency. It facilitates a transition from individual grievances and fragmented problem-presentation toward building a structured, digital civic pathway. This transforms individual participation and clarifications into a constructive digital driving force that establishes the Syrian voice as an essential partner in shaping solutions regarding their lives and rights, as well as directing response priorities.

The Story of the Forum

The initial core of the Syrian Hope Forum was launched in February 2021 as a volunteer civic movement—a response to years of marginalization and compounding humanitarian and living crises resulting from decades of oppression, corruption, infrastructure destruction, and forced displacement.

Despite the major historical transformations experienced in Syria in late 2024, the heavy burden of decades of deprivation and displacement continues to weigh heavily on millions of Syrians, both domestically and across host countries, amid fragile conditions and responses that fall short of their hopes and aspirations.

In light of this reality, the Forum underwent a comprehensive restructuring in October 2026 to shift civic engagement from merely narrating suffering to establishing digital tools that empower Syrians to define their own priorities, articulate their demands independently, and advance toward active, responsible participation in public life.

Vision

A prosperous Syrian society in which all individuals enjoy fundamental rights and freedoms, participating actively and responsibly in driving positive change to secure a more just and sustainable future for Syria.

Syrian Hope Forum

Objectives

  1. Empowering Syrian Voices

Amplifying the voices of Syrians—especially the most marginalized groups—directly to decision-makers and relevant stakeholders without paternalism or third-party mediation.

  2. Developing and Streamlining Response Operations

Transforming interventions and services from temporary fixes into sustainable responses that meet actual, verified needs.

  3. Endorsement-Driven Impact

Converting daily crises and needs into documented reports and demands, backed by public support and community endorsement to drive effective resolution.

  4. Promoting Awareness and Active Citizenship

Fostering awareness of fundamental rights and freedoms while embedding the concept of responsible, digital civic engagement in public life.

Principles and Operational Standards

The Syrian Hope Forum operates on a foundation of humanistic and civic principles that serve as the primary guide for all its activities and processes:

  • Independence

Operating strictly under an independent national and civic mandate, free from political or partisan affiliations, and refusing conditional funding that compromises the autonomy of the initiative's operations and activities.

  • Objectivity and Precision

Maintaining a strict distinction between verified facts, opinions, and estimates, while relying on time-stamped, documented quantitative data.

  • Inclusivity and Collaboration

Working for and with all Syrians without discrimination based on region, belief, ethnicity, or socio-political background.

  • Priority of Affected Stakeholders and Participatory Action

Granting primary priority to those directly affected by an issue in providing clarifications, participating in hearing sessions, and formulating recommendations.

  • Digital Innovation

Leveraging modern technology and secure digital tools to facilitate Syrian participation, bypassing geographic barriers and logistical constraints.

Operational Workflow (Life Cycle of a Case)

Cases are managed through the platform via a structured, five-stage sequential process:

  1. Propose a Case (Proposal & Classification Stage)

Receiving initial proposals and conducting preliminary screening based on established priority criteria (severity of impact, imminent danger, and community demand).

  2. Hearing Sessions (Listening & Clarification Stage)

Opening a dedicated space to listen to issues and collect clarifications, input, and specific digital mandates from directly affected stakeholders via secure forms within a specified period, subject to a minimum community threshold tailored to the scope and nature of each case.

  3. Session Reports (Documentation & Endorsement Stage)

Consolidating collected clarifications into a documented session report outlining verified demands. Official communications are subsequently submitted to relevant stakeholders with a standard response deadline, alongside opening a "Public Endorsement" petition to mobilize broader community support.

  4. Public Briefing (Monitoring & Accountability Stage)

Publishing periodic public updates to inform the community of progress regarding each case. In instances of continued non-response alongside reaching defined endorsement thresholds, formal reminder notices and escalation briefs are issued to oversight bodies and stakeholders.

  5. Impact & Outcomes (Closure & Archiving Stage)

Compiling the final evaluation report for each case, categorized either as a successful outcome, a partial resolution, or concluded as a documented "Non-Response Report." Final records may be shared with relevant media, humanitarian, or human rights entities.

Organizational Structure and Coordination

The initiative relies on a model that merges structured volunteer work with collective engagement:

  • Founder and General Coordinator: The initiative is managed technically and strategically through the voluntary efforts of the founder, Qusay Dali, maintaining operational rhythm, safeguarding platform independence, and managing system architectures.

  • Volunteer Advisory Network: Comprising independent experts across multiple fields to provide technical counsel, non-binding specialized insight, and review of drafts and recommendations based on the nature of each case.

  • Usage of the Collective "We": The use of plural pronouns ("we/our") in official statements refers strictly to the initiative, its operational framework, and the participants involved in specific cases. It does not imply a claim to represent the entire Syrian population or act as a political proxy.

Digital Security and Privacy

Protecting the privacy and confidentiality of participants is an absolute priority across all operational phases:

  • Submissions, clarifications, and digital endorsements are gathered via digital forms secured with standard transit encryption protocols (TLS/SSL), with an absolute commitment never to publish personally identifiable information (PII) without explicit, prior consent.

  • Communications requiring elevated protection are handled exclusively through End-to-End Encrypted (E2EE) channels, including the Signal application and verified ProtonMail.

About the Founding and Development

Qusay Dali (Civil Rights Activist and Developer) established the initial core of the initiative in early 2021 as an ongoing voluntary effort, driven by the necessity of creating an independent digital space that unifies Syrian voices and highlights their rights away from marginalization and paternalism. He spearheaded the initiative's comprehensive overhaul and structural redesign in October 2026, transforming it into a digital civic advocacy platform powered by collective intelligence and public endorsement.

"When we unite our efforts, we can drive the wheel of change forward no matter how heavy it feels, and no matter how challenging the road ahead may be, until our shared goal is achieved."
